This section outlines the circumstances where managers have delegated authority to approve certain decisions.

These arrangements do not replace the line management communication or authorisation structure; in all cases, it is assumed that managers and line managers will be consulted or notified as appropriate.

Designated Managers are those managers who should additionally be consulted or notified.

There are two designated managers/officers in relation to Complaints.  Designated Officer (Complaints), who receives and oversees the Complaints Procedure.  Designated Manager (Complaints), who is a senior officer responsible for agreeing the appointment of Investigating Officers and for adjudicating the outcome of complaints.

Holidays Abroad for Looked After Children
The manager who may provide a confirmation letter to foster carers that the foster carers have permission to take the child out of the country for the purposes of a holiday is the Team Manager, provided that the holiday is for less than one month and is not to an area of risk (e.g. because of political unrest)

Medical Treatment/Health Screening of Looked After Children

On admission and change of placement, including any additional consent needed in relation to school trips, the manager who may authorise the giving of consent is the Team Manager.

Where consent is required for treatment of complex medical conditions, including where treatment poses a higher than normal risk to life, the manager who may authorise the giving of consent in such circumstances is the Divisional Manager.

2. Notifications

NOTE

This section outlines the managers and agencies who must be notified in certain circumstances; usually after serious incidents or events.

This section outlines the circumstances where managers have delegated authority to approve certain decisions.

These arrangements do not replace the line management communication or authorisation structure; in all cases, it is assumed that managers and line managers will be consulted or notified as appropriate.

Designated Managers are those managers who should additionally be consulted or notified.

In ANY EVENT, where an incident or event is likely to have significant public, political or legal implications for the authority the following people must be notified without delay: 


  1. Abduction or Attempted Abduction
  2. Attempted Suicide
  3. Death or Serious Injury
  4. Non Allocated Cases
  5. Notifiable Diseases
  6. Police Assistance
  7. Prostitution or Sexual Exploitation
  8. Protection of Children
  9. Section 47 Enquiry Looked After Child
  10. Secure Accommodation (Criteria) Reviews
  11. Serious or Malicious Damage Caused
  12. Serious illness, Serious Accident or Outbreak of any Infectious Disease
  13. Serious Offence

Abduction, or Attempted Abduction

Abduction or attempted abduction of a child receiving services, the manager who should be notified

Police to be notified via Family Protection Unit

Attempted Suicide

Attempted suicide of a child receiving services, the manager who should be notified

Death or Serious Illness/Injury

Death or Serious Injury of a Child; the manager and other agencies who should be notified

Note: There are different notifications procedures if a Child in Need suffers from serious accident, illness or the outbreak of any infectious of Notifiable Disease.  See Designated Manager (Serious Illness) below.

Prostitution or Sexual Exploitation

Involvement or suspected involvement of a Looked After Child in prostitution or sexual exploitation.

Team Manager/Area Divisional Manager.  Also, partner agencies. (See S23 of DSCB (previously ACPC) procedures)

Other Agencies:

Also, if the child is placed in a Children's Home or Foster Home, the Regulatory Authority and Police must be notified.

Protection Of Children

Referral to the Secretary of State under Sec 2 (1) (a) of the Protection of Children Act 1999 (a) of an individual working at the home: the people/agencies who should be notified

Also, if the Child is placed in a Children's Home or Foster Home, the Regulatory Authority must be notified and Protection of Children Team.

Section 47 Enquiry - Looked After Child

Where a Child Protection allegation is made in relation to a member of staff; the manager who must be notified (also refer to the "Positions of Trust" document)

Where a Child Protection allegation is made in relation to a child in receipt of a service; the manager who must be notified

Serious Malicious Damage Caused to a Children's/Foster Home

Where an Incident results in serious damage being caused to a Children's Home or Foster Home; the manager must be notified.

Designated Manager(s):

Service Manager, Residential/Fostering

Other Agencies:

If the Police are called for assistance, the Regulatory Authority must also be notified.

Serious Illness, Accident or Outbreak of Any Infectious or Notifiable Disease

Serious illness or serious accident sustained by a Looked After Child; 

Outbreak of any infectious or Notifiable disease relating to a Looked After Child that, in the opinion of a registered medical practitioner, is sufficiently serious to require notification.

NB: Definition of Notifiable diseases is contained in Appendix 2, Keywords

Note: There are different notifications procedures if a Child in Need dies or is seriously injured. See Designated Manager (Death or Serious Injury) above.
